Recently, California has initiated new policies that
promise to once again make California a leader in renewable energy
policy. This project seeks to explain the mixed results of
California’s earlier ambitious renewable energy programs. Through a
combination of a statistical analysis of legislative activity and a
detailed comparative and historical analysis of the development and
disposition of a sample of renewable energy policies and proposals, I address the following questions: (1) How did the policy process,
politics, institutions, and ideas affect state renewable energy
policy over the past 30 years? (2) Which types of policies succeed in terms of impact and longevity? (3) What are the most important
impediments to and opportunities for multiplying, expanding, and
reviving renewable energy policies? |
