Spring: ENVS 149 (Environmental Law and Policy)

Research Focus 
Three areas: (1) land use law, planning, regulation, and conservation (focusing on the social conflict associated with the transformation of commodity-dependent rural and exurban regions to greater reliance on amenity-dependent economic activity); (2) resource management and administrative law (focusing on western water and public lands); (3) energy and climate policy, economics, and regulation (focusing on renewable technology development in the electricity sector). I am particularly interested in how climate change will affect each of these areas, including both mitigation strategies (e.g., more compact development patterns?) and adaptation strategies (e.g., shifting mosaics of conserved lands; changing water rights regimes and energy production patterns for hydroelectric power).

Interests 
Three areas: (1) land use law, planning, regulation, and conservation; (2) public resource management and administrative law; (3) energy and climate policy, economics, regulation, and law.
